Pacific Teal LLC provides independent construction management consulting services to the building and engineering industry.

Qualifications of Neal Graham and his Associates
Started in building industry in 1962
Has built over 12,000 homes under his license in Southern California and Arizona and all related site work for these homes.
College degree [Cum Laude] and graduate courses in Construction Management.
Have had hands on experience in rough carpentry framing, concrete placement, heavy equipment operation, and most every other building trade.
Extensive experience in forensic investigations as Court Certified Expert Witness for construction defect litigation. This has not only included building and dwelling construction defects but several major grading, landslide, and slope failure litigations [La Ventana & a 36 Hole Palmer course in Vallejo].
Pacific Teal LLC is not as large as other firms that provide a similar service; however we are much more than a ‘one-man shop’. We have on staff a group of highly experience industry professionals with backgrounds that compliment and expand on Neal Graham’s abilities. One key individual has over 40 years experience, part of which was as the head of all site work for a major Southern California builder for almost 10 years. The Owner and the senior staff are committed to being involved in every project…every day!

Pre-construction cost estimates with projected cash-flow schedules [source and application]
Onsite Construction Management of the site grading and infrastructure improvements.
Pre-planning and scheduling of other related consultants and trade contractors.
Inspection of improvements for strict compliance with governing agency codes, ordinances, and requirements.
Liaison and interface with wide-area agencies with as AQMD, Fish & Game, Army Corp of Engineers, Regional Water Quality Control Boards, DTSC, EMWD, Cultural Resources relating to American Indian and Archeo/Paleontology concerns, HAZCOM, OSHA, etc.
Solicitation of trade contractor bids and spreadsheet analysis.
Contract negotiation/bid awards and preparation of contract documents.
‘Back office’ contract administration and handling of all trade contract payments including lender loan draws.
Compliance review of trade contractor insurance submittals
Coordinate the final acceptance and release of developer bonds and security deposits
Provide post-construction site monitoring.

Small builders that currently do not employ sufficient management with the specific experience to develop a unique site.
Large developer/builder clients that need outsourcing of additional abilities for a particular project or time period.

The importance of the ‘Expert Witness’ section is the long-term benefit that has been gained from working in this very unique, and at times, hostile environment. We have had first hand exposure to the multitude of mistakes that other builders have made and more importantly how to prevent these mistakes from occurring under our management.
