Neal D. Graham
Education: Mr.
Graham graduated cum laude from Long Beach State University with a Bachelor of
Science degree in Construction Technology in 1971. He has been a licensed general contractor in both California and
Arizona. He has completed numerous
professional seminars and courses offered by the University of California at
Irvine, the I.C.B.O. and other professional organizations.

1999
– Present Pacific
Teal, LLC and TNGC, Inc.
In December of 1999, a
restructuring of Pacific-Teal Development, Inc. was completed and has allowed
the two founding partners to focus on their individual goals. Mr. Graham’s objective is to
apply his 40-plus years of diverse experience toward the development of high
quality residential projects within the concept of construction management.
This objective was realized in January of 2000 with his firm being selected as the lead project manager for a 610-acre, custom lot residential project located in Chino Hills, CA. The centerpiece of this project is a Greg Norman golf course that will traverse the more than 500 foot vertical topography and cross the Blueline streams with free span bridges at several locations. The Magnitude of this project is best defined by the amount of grading that is involved…10,000,000 cubic yards. This development also has the associated challenges of multiple landslide remediation, Army Corp. 404 permits, 1603 permits from State Fish and Game, nesting bird habitat (coastal sage), the removal and remediation of over 4,000 mature California Oak trees, substantial hillside grading issues, adjacent DTSC cleanup efforts on adjacent land, and a social environment that is very reluctant to see this property developed. Future projects of this nature are also in the preliminary stages.
In addition, Mr. Graham
will continue to provide consulting services as a court certified expert
witness relating to construction defect litigation. The majority of his work in this field has been the defense
of the builder/developer.
TNGC, Inc. is a California Corporation that will provide Licensed General Contracting services on selected custom homes and related residential building ventures.
1989
– 1999: Pacific-Teal
Development, Inc.
Mr. Graham was one of the
founding principals of this real estate development company that was primarily
active in the development of single-family residences, apartments communities
and master-planned developments.
Pacific-Teal also provided professional pre-development services and
construction management consulting services, including development feasibility
studies, land acquisition service, market analysis, budget preparation, and
on/off site construction supervision.
This corporation was restructured into 2 separate and unrelated entities
in Dec. 1999.
1985
– 1989: J.M. Martin Co.
Mr. Graham served as Vice
President of Construction Operation for this medium-sized California
developer. His responsibilities
included management of all on-site development, infrastructure Purchasing and
construction for the firm’s apartment development and management,
including land acquisition, financing, product development, construction and
marketing.
1975
–1985: Meister
Development Group
Mr. Graham first served as
Director of Construction when the company was founded in 1975. He was promoted to Vice President in
1979 and Senior Vice President in 1984, when he pioneered the company’s
apartment operations. Since 1975,
Mr. Graham has been responsible for the construction and sale of over 4,500 single-family,
town homes, condominiums and apartments.

– 1975: Ponderosa
Homes
As Director of Operations
for the Southern California division of one of California’s largest
homebuilders, Mr. Graham was
responsible for the construction and sale of over 2,000 homes per year.
1968
– 1973: Classic
Development Corporation
While employed by this
Southern California homebuilder and serving as Project Manager, Mr. Graham was
responsible for purchasing, construction supervision and sales management in
connection with the building of approximately 1,250 single-family homes and
multi-family units per year.
1962
– 1968:
Mr. Graham’s start
in the construction and residential development business began as a
professional tradesman, including work as a concrete finisher, framer, and
heavy equipment operator.
